Casablanca, July 16th, 2014 - HM King Mohammed VI chaired, on Wednesday at the Casablanca Royal Palace, the installation ceremony of the members of the Education, Training and Scientific Research Higher Council.

The establishment of the Council reflects the strong momentum HM the King wants to give to the reform process in all areas since His accession to the throne, the Council Chairman, Omar Azziman, said in a statement before the Sovereign.

It also reflects "the great interest the Sovereign has always shown to the reform of the Moroccan school, given its role as a strategic lever for social progress, an environment to train citizens proud of their identity and open to universal cultures and values, a fundamental pillar of a society of democracy and progress as sought by our country and a major stakeholder for the integration of knowledge-based economy and society," he said.

He added that the establishment of this constitutional institution comes from the Royal willingness to put educational reform on track by valuating the assets, correcting the malfunctions and building a Moroccan school that meets the expectations and ambitions of our country, in line with the High Royal guidelines contained in the historic speech of August 20th, 2013.

Thanks to its autonomy, its plural composition, its advisory powers, its participatory approach, and spurred by the strong commitment of its members, the Council is expected to play its full role as a space of monitoring, debate and constructive suggestions, Azziman pointed out.

"It is also meant to reinvigorate its force of bringing forward proposals, making evaluations and accompanying the developments, both nationally and internationally in education, training and scientific research, to ensure continuous improvement of the performance of our education system," he said.

To this end and in line with the High Royal guidelines, the Council will strive, since the establishment of its organs and operating mechanisms, to review the draft assessment report of the implementation of the national charter of Education and Training (2000-2013).

Thereafter, meetings will be held with ministers in charge of education, training and scientific research departments to examine and discuss the visions underlying the reform plans in the short and medium terms.

In the same context, the Council will hold regional meetings across the kingdom to promote and share the state of affairs it has established and initiate a debate with different educational stakeholders.

This approach involves the preparation of a strategic report that will draw a roadmap for the reform of the education system. The latter will be the result of a fruitful cooperation with the departments and agencies concerned, and a participatory and inclusive approach around common goals to be achieved through the mobilization of all stakeholders.

Omar Azziman subsequently submitted to HM the King the draft assessment report of the implementation of the National Charter of Education and Training, which will be debated by the General Assembly of the Council.
